According to John Tabin in his article online at the Spectator, John Allen Muhammad had a list of county schools that could be presumed to be targets. The article goes on to explain why the death penalty may be justified in this particular case.
I'm against the death penalty in all cases. I believe there should be a section of a prison set up for solitary confinement for the rest of the lives for those who commit such heinous crimes usually deserving of the death penalty.
My idea might be realistic if the states and the feds would quit putting drug users in prisons. Now.....if a drug user commits some other crime, like burglary or kidnapping, then bust the drug user for that crime.
That's my opinion but read John Tabin's article because it is a must read.

An eye for an eye, tooth for a tooth is a very barbaric message for any modern government to send out to it's people who look to them for guidance.
In the case of John Allen Muhammad vs. the Commonwealth of Virginia is the worst kind of racism practiced in a case ever recorded on earth since African American slavery. No one has ever been killed only a year from their trial and seven months from the death sentence verdict; this is a case for emergency response, the people of the world should not stand by in light of the evidence presented in this trial which did not prove beyond a shadow of a doubt that John Allen Muhammad carried out the killings he was charged with. This killing could become the biggest mistake in American history; the whole world knows that America is not a perfect place, it has never been, it was founded on terrorism, wiped out a whole population of people in order to clam this land for their own freedom, has America been put to death, who will judge America for her countless killings-not to speak of her lynching millions of innocent African Americans, how can the world sit back and enjoy her freedoms and kill one man for supposedly killing 13 persons which he said he did not kill and the Commonwealth of Virginia did not prove, yet America has killed millions and today in Iraq still kill hundreds and America in her greed causes hundreds of her own young men and women to die not knowing why, many choose to fight because they believe blindly in their country.
